China has dismissed reports suggesting that its recent export control measures on rare earths and related items were prompted by Pakistan’s alleged mineral cooperation with the United States.
Speaking at a regular press briefing on Monday, Chinese Foreign Ministry spokesperson Lin Jian said the measures are independent domestic actions taken to improve China’s export control system in line with existing laws and international regulations.
“These measures are legitimate practices adopted by the Chinese government to enhance its export control framework,” Lin stated, emphasizing that the policies have no connection whatsoever with Pakistan.
Reports on Pakistan-US mineral cooperation rejected
Responding to media reports claiming that Pakistan, using Chinese technology, had exported rare earth materials to the United States — allegedly triggering China’s new restrictions — Lin Jian called the speculation “completely unfounded.”
He explained that China and Pakistan are all-weather strategic cooperative partners, whose “ironclad friendship has grown stronger over time.” The two nations, he said, have always maintained a high level of strategic mutual trust and close communication on matters of mutual concern.
“As far as I know, China and Pakistan have communicated about mineral cooperation between Pakistan and the United States,” Lin noted. “Pakistan has stressed that its interactions with the United States will never harm China’s interests or China-Pakistan cooperation.”
Gemstone samples misinterpreted as rare earths
Addressing the reports about Pakistani officials presenting mineral samples to US counterparts, Lin clarified that the materials shown were raw gemstone samples, not rare earth elements.
“The samples were purchased by their staff, and the relevant reports either stem from a lack of understanding of the facts, are based on rumours, or intend to sow discord — all of which are completely baseless,” Lin said.
He underscored that the false reports misrepresent the facts and are aimed at creating misunderstandings between Beijing and Islamabad.
China reaffirms commitment to peace and non-proliferation
Lin reiterated that China’s export control measures are aimed at safeguarding world peace, regional stability, and fulfilling international non-proliferation obligations.
“These steps are not targeted at any country,” he said. “They are part of China’s ongoing efforts to ensure responsible trade and uphold global security standards.”
The spokesperson reaffirmed that China and Pakistan will continue to deepen cooperation across multiple sectors, maintaining the longstanding strategic partnership that serves the shared interests of both nations.
