By: Maarij FarooqThe celebration of seventy five years of diplomatic relations between Pakistan and China has coincided with an increasingly important realization: the future of bilateral relations cannot depend solely on governments. Enduring partnerships require broad national ownership, political consensus, societal support, and a shared vision that transcends electoral cycles. It is in this context that the China Pakistan Political Parties Forum held in Beijing assumes particular significance.Hosted by the International Department of the Communist Party of China, the forum brought together representatives from across Pakistan’s political spectrum at a time when both countries are seeking to deepen cooperation in an increasingly uncertain international environment. More than a diplomatic gathering, the forum reflected a strategic effort to institutionalize political dialogue and build long term consensus around one of Asia’s most consequential bilateral relationships.Pakistan’s political landscape has often been characterized by polarization and confrontation. Changes in government frequently result in shifts in priorities, creating uncertainty around long term projects and policies. Yet one notable exception has been the broad support enjoyed by Pakistan’s relationship with China. Regardless of political affiliation, mainstream parties have consistently viewed China as Pakistan’s most reliable strategic partner. The significance of the forum lies precisely in reinforcing this rare area of national consensus. By bringing together political leaders from different parties under one platform, the initiative provides an opportunity to strengthen understanding, reduce political misunderstandings regarding major bilateral projects, and ensure continuity in strategic cooperation. In this regard, the forum serves as an important bridge not only between the two countries but also among Pakistan’s own political stakeholders. The adoption of the Joint Initiative of Chinese and Pakistani Political Parties to Build a China Pakistan Community with a Shared Future in the New Era represented one of the forum’s most important outcomes. The document reflects an evolving relationship that has moved beyond traditional state to state engagement. It emphasizes political cooperation, economic development, people to people exchanges, regional connectivity, security cooperation, and societal engagement as interconnected pillars of the partnership. At a time when international relations are increasingly driven by short term calculations and transactional interests, the concept of a shared future offers a more sustainable framework. It recognizes that both countries have a stake in each other’s stability, prosperity, and development. The initiative also reinforces the importance of high quality development under the China Pakistan Economic Corridor, which remains the flagship project of bilateral cooperation. Recent understandings reached between the leadership of both countries have further highlighted their commitment to advancing CPEC, enhancing regional connectivity, and expanding cooperation in emerging sectors including technology, agriculture, and industrial development.Perhaps the most intellectually significant contribution of the forum came from Liu Haixing, Minister of the International Department of the Communist Party of China, who proposed a Four Point Consensus centered on politics, development, security, and society. While concise in formulation, these four pillars capture the fundamental requirements for sustaining long term strategic partnerships in the twenty first century. The first pillar, political consensus, recognizes that strategic cooperation requires mutual trust and policy continuity. For Pakistan, this carries particular relevance. Political stability and institutional consistency remain essential for attracting investment, implementing long term development projects, and maintaining confidence among international partners. The forum demonstrated that despite domestic political differences, there remains substantial agreement regarding the importance of Pakistan China relations. The second pillar, development consensus, reflects the reality that economic cooperation is now at the heart of bilateral engagement. China has played a pivotal role in supporting Pakistan’s development ambitions through infrastructure investment, energy projects, industrial cooperation, and financial assistance. During periods of economic difficulty, Beijing repeatedly provided support that helped Pakistan navigate challenging circumstances. Development cooperation therefore remains both a strategic necessity and a practical foundation for future growth. The third pillar, security consensus, addresses one of the most pressing challenges facing the region. Economic connectivity cannot flourish without stability. Both countries share concerns regarding terrorism, extremism, and regional instability. Security cooperation has therefore become an indispensable component of the relationship. As China expands its economic footprint through CPEC and related initiatives, ensuring the security of projects, investments, and personnel becomes a shared responsibility. Both countries continue to work closely to counter threats that could undermine regional peace, development, and connectivity. The fourth pillar, societal consensus, may ultimately prove the most enduring. Government policies can change, but relationships grounded in public goodwill possess greater resilience. Educational exchanges, cultural cooperation, media engagement, tourism, academic collaboration, and youth interactions have expanded significantly over recent years. Thousands of Pakistani students studying in China today represent a new generation of ambassadors for bilateral friendship. Likewise, increasing interaction between civil societies is helping build deeper mutual understanding. The forum also highlighted a broader reality about contemporary international politics. Around the world, alliances are becoming increasingly fragile. Many partnerships are defined by immediate interests and are often reassessed according to shifting geopolitical calculations. Strategic relationships frequently weaken when political circumstances change. The Pakistan China relationship stands apart from this pattern. Over seven and a half decades, it has survived regional wars, global geopolitical shifts, economic crises, and changes of leadership in both countries. The durability of the partnership stems not merely from converging interests but from a foundation of mutual trust built over generations. My visit to Beijing and Hubei Province offered further insight into the practical dimensions of this partnership. Beyond official meetings and political discussions, the visit provided an opportunity to observe aspects of Chinese modernization firsthand. What stands out is not simply China’s economic transformation but the systematic approach through which long term planning, infrastructure development, technological innovation, poverty reduction, and governance reforms have been pursued. China’s experience offers valuable lessons for developing countries seeking sustainable growth while maintaining national ownership of their development paths.Equally important was the opportunity to engage with representatives of different political parties from Pakistan and China. Such interactions demonstrated that while political systems may differ, there is considerable common ground when it comes to development, economic modernization, poverty reduction, and improving the lives of ordinary citizens. These exchanges help foster mutual understanding and create a stronger foundation for future cooperation. As Pakistan and China enter the next chapter of their relationship, forums such as these will become increasingly important. They help ensure that bilateral ties are not confined to official diplomacy but are supported by political parties, institutions, and societies. In doing so, they contribute to building a relationship that is not only resilient but also future oriented. The true significance of the China Pakistan Political Parties Forum lies in its recognition that the strongest partnerships are those that extend beyond governments and become embedded within the broader political and social fabric of both nations. That is ultimately what a community with a shared future seeks to achieve. As both countries celebrate seventy five years of diplomatic relations, the forum serves as a reminder that the future of Pakistan China friendship will be shaped not only by leaders and governments, but also by political parties, institutions, and people committed to a shared vision of peace, development, and prosperity.
