The death of nine-year-old Haniya in firing by a CCD official in Chakwal has raised serious questions over police conduct, use of force and failure to follow standard operating procedures during an anti-robbery response.
An initial investigation report has found that the incident occurred due to violation of SOPs and agreed protocols, while the official involved has been arrested and a comprehensive inquiry is underway.
According to the initial investigation report, the CCD official fired without fully identifying the target and without determining a clear direction of fire. The report found that instead of arresting the robbers, direct firing was carried out, creating a dangerous situation in a populated area.
Investigators concluded that the official ignored safety protocols and violated established procedures during the operation.
CCD official held responsible
The initial inquiry has held a CCD official responsible for the entire incident. According to the report, the robbers had hidden in an alley, but the official was unaware of their exact position when he opened fire.
The report has been sent to higher authorities for further action. CCD officials have admitted that protocols were violated during the incident.
The investigation also raised questions over why the accused could not be arrested despite the Safe City project being activated.
According to the report, the accused had committed four incidents in Chakwal on the day of the tragedy. It was also found that the initial firing was carried out by the robbers, but the response by the CCD official violated required procedures.
The report revealed that the operations police were not informed during the firing. This failure has added to concerns over coordination between law enforcement units during emergency responses.
The incident has triggered questions over whether negligence by an official led to the loss of an innocent life.
Father demands justice for Haniya
An audio statement by Adeel Ahmed, father of nine-year-old Haniya, has also come to light. In the message, he said he does not want financial assistance and is demanding justice for his daughter.
He narrated the details of the incident and demanded legal action against the officials responsible.
What happened on June 10?
According to Adeel Ahmed, the incident occurred on the night of June 10 when he had gone to his in-law’s house after an invitation to deliver some goods. He said that as he stopped outside his uncle’s house, two armed men surrounded him.
According to his audio statement, he handed over jewellery and cash without resistance, but firing began at that moment. Adeel alleged that CCD officials opened indiscriminate fire on his vehicle.
As a result of the firing, his young daughter Haniya lost her life, while he and his son were injured. He further alleged that the CCD officials continued chasing his vehicle after the firing.
Four officials allegedly involved
According to Haniya’s father, at least four officials were involved in the firing. He said the officials came from behind on two motorcycles.
Ahmed claimed that police took different positions at different times after the incident, adding that he is not satisfied with the current investigation process.
Haniya’s father demanded that the officials responsible for the firing be punished according to the law. He said firing in a populated area is unacceptable and called for proper training of CCD officials to prevent such tragedies in the future.
He also appealed to the prime minister to take notice of the incident.
Serious questions remain unanswered
The tragedy has left several critical questions unanswered: who is responsible for Haniya’s death, why direct shots were fired instead of arresting the robbers, and why the suspects could not be caught despite the Safe City system being active.
Authorities are now expected to determine what action will be taken against those responsible as the comprehensive investigation continues.
