Formulating and implementing the five-year plans in a scientific way is an important experience and a prominent advantage of China’s governance. The 15th Five-Year Plan, set to be unveiled at the fourth plenary session of the 20th Communist Party of China (CPC) Central Committee, is drawing global attention.
A survey conducted by CGTN, covering 47,000 respondents from 46 countries over three consecutive years, reveals that respondents have given positive evaluations of China’s governance experience, practices and effectiveness, with their confidence in China’s economy continuing to rise.
In the three consecutive years of surveys, the proportion of global respondents who view “China as a successful country” has consistently remained above 84 percent. Among respondents from Global South countries, this approval rating has stayed above 92 percent, while among respondents under 44 years old, it has exceeded the average for all three years. In the sub-item evaluation of China’s governance effectiveness, “improving infrastructure,” “enhancing education” and “raising income levels” received the highest favorability ratings, each with an average approval rating of over 70 percent.
In the 2025 survey, 79.8 percent of global respondents recognized China’s achievements in improving infrastructure, 78.8 percent noted China’s significant progress in education, and 73 percent acknowledged the notable increase in people’s incomes. Among respondents from the Global South, the approval ratings for China’s governance in these three areas were 89.6 percent, 89.3 percent and 86.7 percent, respectively. Respondents aged 44 and below showed significantly higher approval than those aged 45 and above, with approval rates consistently rising among younger age groups.
Furthermore, in the three consecutive years of surveys, global respondents have shown growing confidence in China’s long-term economic development.
In the 2025 survey, 89.5 percent of respondents recognized China’s robust economic strength, with the approval rating exceeding 90 percent among respondents under 44. Meanwhile, 89.3 percent noted China’s sustained high-speed economic growth. Additionally, 86.4 percent affirmed China’s important contribution to the global economy, with the approval rating among respondents under 44 exceeding 88 percent. By region, respondents from Africa (95.6 percent), South America (92.9 percent) and Asia (85.6 percent) showed the highest approval in this regard.
Against the backdrop of rising unilateralism and trade protectionism, global respondents highly affirmed the predictability of the Chinese market and the opportunities presented by China’s high-level opening up.
According to the 2025 survey, 72.6 percent of respondents consider China an open and competitive market. Meanwhile, 79.8 percent believe that China’s vast market provides significant opportunities for their own countries. Additionally, 79.8 percent view China’s favorable business environment as highly attractive to foreign investors, while 78 percent agree that their countries have greatly benefited from trade with China.
The surveys were conducted by CGTN and Renmin University of China through the New Era International Communication Research Institute, covering major developed countries as well as the Global South. Respondents were aged 18 and above, with the sample distribution reflecting national census data on age and gender.
